Babanli Elmar Tofig oglu was born on September 28, 1982. He graduated from the Azerbaijan State Academy of Physical Education and Sport in 2005. He is an internationally certified judo referee. He works as the general manager on sports and health issues at the “Neftchi Sports Club” Public Union.
